From @NFL rule book, re: @ChicagoBears 4th down substitution scheme: "If a substitution is made by the offense, the offense shall not be permitted to snap the ball until the defense has been permitted to respond with its substitutions.” So, no quick snap would have been allowed.

I’m not sure @ChicagoBears could have pulled off that quick substitution play even if they had not bulldozed the official. @RamsNFL must still be given fair time to match substitutions.
